As a 21-year veteran at Los Angeles County Public Works, Dr. Youn Sim is currently serving as Public Works Sustainability and Innovation Officer. For years, he has been leading a wide variety of sustainability initiatives. In 2012, he created Public Works Sustainability Council and has been a chair since then. From 2014 to 2016, he led a thinktank group, Public Works Innovation Laboratory. In 2016, he was appointed to lead Public Works Strategic Planning & Sustainability Office and has been managing the Office since then.
He is best known as an executive advisor, diplomat, strategic thinker, and change agent. His expertise includes addressing enterprise level strategic issues through innovative solutions, government performance & accountability management and infrastructure fiscal sustainability, economic development strategies through enhanced infrastructure management. He is currently focusing on LA County Infrastructure Investment Initiative that explores innovative infrastructure investment strategies to enhance economic and equitable development of the County.
He received a Ph.D. from University of California at Irvine in Civil Engineering. He is a member of ASCE Committee on Sustainability and the former chair of the Sustainability Committee of ASCE Environmental & Water Resources Institute. He serves as a member of Board of Directors in Korean American Chapter of UCI Alumni Association, KSEA Southern California Chapter, and IC Future, Inc.
