
The Denver International Airport (DEN) Runway 17R-35L Complex Pavement Rehabilitation and Lighting Upgrades Project has been verified Envision Silver. The project scope encompassed several key components: pavement rehabilitation, selective concrete panel replacement, removal and replacement of existing Portland Cement Concrete Pavement (PCCP) joint sealants, and removal and replacement of pavement markings. Furthermore, the runway’s electrical and lighting systems were upgraded to integrate more sustainable LED technology.
The Envision verification recognizes the project’s strong performance across multiple credit areas within the framework, including quality of life, leadership and collaboration, sustainability planning, long-term operations and maintenance, and responsible resource allocation.
New concrete pavement slabs will provide a 20–30 year service life, improving overall pavement conditions, extending the useful life of the runway complex, and reducing both maintenance needs and failure risk. The lighting upgrades further enhance sustainability by reducing reliance on an increasingly limited supply of incandescent bulbs and lowering labor demands associated with frequent bulb replacements.
The project supports proactive asset management at DEN, meets FAA Grant Assurance requirements, and preserves the airport’s Part 139 Certification. It also aligns with DEN’s Vision 100 and Operation 2045 initiatives and reflects DEN’s commitment to sustainability, positioning the airport to expand and modernize in response to growing passenger demand.

Verified Sustainability Achievements
Quality of Life Benefits – The Runway 17R-35L Rehabilitation Project extends the lifespan and reliability of the runway while enhancing safety for pilots, flight crew and passengers. One example is that the improved pavement conditions reduce the potential for foreign object debris (FOD), lowering the risk of aircraft damage and supporting more dependable airline operations.
As a major mass-transit hub, DEN plays a critical role in ensuring safe and efficient infrastructure for the traveling public. By supporting smooth and predictable flight operations, this project also reinforces DEN’s multimodal transportation system. In partnership with the City and County of Denver, DEN provides bicycle routes and storage facilities at the airport to encourage sustainable travel, while bus and rail connections link to the broader RTD transportation network serving the Denver Metro Area.
Reduce Operational Energy Consumption – The project will significantly reduce energy use by replacing in-pavement lights in areas where concrete panels are disturbed and upgrading quartz runway edge lights with energy-efficient LED fixtures. This transition improves efficiency, visibility and reliability while lowering power demand. Following the upgrades, the proposed airfield lighting load will be 8,954W, representing a 71.01% increase in efficiency compared to existing conditions.
Plan for Long-Term Monitoring & Maintenance – The project was designed with long-term operations in mind. New airfield lighting offers a service life of 12–17 years, significantly reducing maintenance by eliminating frequent bulb replacements. Runway upgrades were also paired with strategies prioritizing areas of greater distress, lower PCI ratings, and higher rates of deterioration. This targeted approach extends pavement life and reduces the risk of unexpected issues and operational disruptions.
Foster Collaboration & Teamwork – An interdisciplinary collaborative process led to numerous improvements that enhanced sustainability performance. The project team developed a sustainability commitment statement and collectively reviewed goals, stakeholders, and best practices to guide design decisions. Collaboration included a Safety Risk Management Plan (SRMP) Panel meeting with DEN, FAA, the design team, and other key stakeholders to address phasing, risk assessment, and mitigation strategies.
Sustainability Management Plan – A sustainability management plan was used to track sustainability features throughout design and construction. The plan included two key indices — design sustainability and construction sustainability — and was used to monitor progress towards sustainability commitments. Bi-weekly scheduled meetings were attended by team members throughout the pre-design and design phases. Envision redit criteria, documentation needs, and progress updates were tracked in each plan.
Plan for Stakeholder Involvement – Construction phasing was carefully planned to minimize disruptions to airline operations and passenger travel. Ongoing coordination with key stakeholders, including the FAA and airline representatives, informed decision-making and supported an efficient construction schedule while maintaining operational continuity. Develop Local Skills & Abilities – Denver’s local workforce development agency, CCD-DSBO, played a key role in this project by establishing utilization goals aimed at expanding opportunities for disadvantaged-, minority-, and women-owned firms in airport-related business ventures. Through the DEN Commerce Hub, MWBE firms gain access to professional services such as education, software, insurance assistance, procurement awareness, and certification support, with a strong focus on construction and related services. The training, education, and skill development programs established by DEN and integrated into this project will continue beyond its completion.
