The I-15 Express Lanes Project in California has earned Envision Bronze, with verified achievements in the following credit areas of the Envision framework: delivering community socio-economic benefits, job creation, preserving views and local character, protecting species biodiversity, and implementing innovative solutions during construction. The project owners are Riverside County Transportation Commission (RCTC), Caltrans, and the Federal Highway Administration (FHA); the lead Envision firm was Skanska which worked with Ames and AZTEC to deliver the project. The project delivery model was Design-Build.
Background: With this project RCTC, in partnership with Caltrans and the FHA, improved a portion of Interstate 15 (I-15) that runs through Jurupa Valley, Eastvale, Riverside, Norco, and Corona by constructing 15 miles of two tolled express lanes in both directions. Features of the project included new retaining walls, sound walls, stormwater runoff treatment devices, bridge widening to accommodate the new lanes, and sign improvements to inform and guide users. In anticipation of significant increases in traffic in the corridor, the project is part of RCTC’s plan to achieve improved mobility for motorists, reduce traffic congestion and improve travel times, and provide better options for carpooling and transit. The portion of the project subject to Envision verification was $243.9 million.
