When we talk about sustainable infrastructure, attention often turns to design, engineering, or innovation. Yet some of the most significant sustainability decisions happen much earlier — when materials are chosen. These choices shape not only an asset’s environmental footprint but also its social impact, resilience, and cost over time.
Concrete sits at the center of this conversation. As the most widely used construction material on earth, it underpins the world’s infrastructure — from bridges and ports to water systems and public buildings. Because concrete is produced in such large volumes, even modest improvements in how it is sourced and manufactured can deliver major sustainability gains. Responsible sourcing is therefore increasingly linked to goals such as lower embodied carbon, circular use of resources, and improved social outcomes across the value chain, and has become a core component of infrastructure sustainability frameworks such as Envision.
Concrete and Infrastructure Resilience
Concrete has been trusted for centuries because it lasts, adapts, and performs under pressure. Historic structures, including Roman infrastructure still in use today, show its potential for long service life when properly designed and maintained. In contemporary infrastructure, this translates into fewer repairs, more predictable performance, and a higher level of safety.
Concrete also plays a critical role in climate resilience. Its fire resistance strengthens safety in dense urban environments, while its thermal mass helps stabilize indoor temperatures and reduce energy demand. New solutions — such as permeable concrete for stormwater management — contribute to flood prevention and nature‑based adaptation measures. At the same time, advances in mix design, low‑carbon binders, and the use of recycled aggregates are reducing the climate impact of concrete while supporting more circular use of materials. Together, these characteristics make concrete essential for infrastructure designed to withstand climate change and extreme weather.
Why Responsible Sourcing Matters
With such widespread use comes responsibility. Concrete production depends on significant quantities of raw materials, energy, and transport. Without sound management, these activities can cause environmental degradation, create social risks, and affect local communities.
Responsible sourcing addresses these challenges by embedding transparency, accountability, and continuous improvement across the supply chain. It covers issues such as emissions reduction, water and land management, worker health and safety, labor conditions, and community engagement. It also increasingly encompasses human rights due diligence and the expectation that suppliers prevent child labor, forced labor, and other abuses. For asset owners, public authorities, and investors, responsible sourcing reduces risk and builds confidence that sustainability claims are credible, verifiable, and aligned with emerging policy and finance requirements.
The Creation of the Concrete Sustainability Council
The Concrete Sustainability Council (CSC) was founded in 2016 to address a clear gap: despite its importance, concrete lacked a global, independent certification system focused on sustainability across its full supply chain. While standards existed for other construction materials, there was no equivalent framework tailored to concrete.
CSC was established as a multi‑stakeholder initiative under the umbrella of the World Business Council for Sustainable Development, bringing together industry, certification bodies, and civil society organizations. From the outset, the system was designed to be practical, transparent, and adaptable, evolving in line with new sustainability expectations, technical progress, and regulatory developments.
What CSC Certification Covers
CSC certification assesses sustainability performance across the concrete value chain — from cement producers and aggregate suppliers to ready‑mixed and precast concrete manufacturers. This broad scope reflects the reality that the sustainability of concrete depends on many actors, not just the final producer.
The criteria cover four main dimensions:
• Environmental: climate and energy performance, emissions reduction, water stewardship, biodiversity, land use, and circular economy practices.
• Social: worker safety, employment conditions, human rights, and relations with local
• Governance: ethics, transparency, traceability, and management
• Economics: local economy, ethical business, innovation, feedback procedure
To ensure that certified performance is reliably carried through the supply chain, CSC also includes a Chain of Custody system, which provides traceability from certified producers to the concrete delivered to a project.
Four certification levels — Bronze, Silver, Gold, and Platinum — encourage continuous improvement, with higher levels recognizing stronger performance and more robust documentation. This includes, for example, more ambitious climate targets, higher recycled content, and more comprehensive supply chain risk management and stakeholder engagement.

Supporting the Envision Framework
The Envision Sustainable Infrastructure Framework provides a comprehensive method to evaluate sustainability and resilience in infrastructure projects. It covers quality of life, leadership, resource allocation, protection of the natural environment, and climate resilience.
CSC certification is recognized by Envision as a third‑party verified sustainability programme. For project teams, this means that CSC certificates can serve as credible evidence when addressing material‑related criteria, reducing the need to duplicate assessments. In practice, CSC and Envision are complementary: CSC verifies responsible practices at the material and supplier level, while Envision evaluates performance at the project and asset level.
How CSC Certification Contributes to Envision
CSC certification can directly support several Envision credits, including:
• RA1.1 – Sustainable procurement: Sourcing concrete from Gold or Platinum CSC‑certified suppliers demonstrates responsible supply chain management and verified sustainability performance.
• RA1.2 – Use of recycled materials: The CSC R‑Module documents recycled material use, supporting circular economy objectives and contributing evidence for recycled content credits
• CR1.1 – Embodied carbon reduction: The CSC CO₂ Module provides verified information on embodied carbon, helping project teams document reductions in material‑related greenhouse gas emissions.
These links reduce the administrative burden on project teams while improving transparency and consistency in how material‑related sustainability performance is demonstrated.

Beyond Materials: A Broader Impact
CSC’s impact extends beyond the technical properties of concrete. Social and governance requirements support safer working conditions, fair treatment of workers, and constructive engagement with local communities. Environmental requirements contribute to protecting water resources, biodiversity, and air quality.
This reflects an important reality for infrastructure decision‑makers: responsible material sourcing is not an isolated activity. It is a foundational element that shapes how infrastructure performs over its life, how it is perceived by stakeholders, and how it contributes to broader policy goals on climate, social equity, and environmental protection.
A Global System, Locally Applied
Today, CSC has nearly 1,600 certifications across 26 countries, covering cement, aggregates, and both ready‑mixed and precast concrete. This global footprint provides a consistent benchmark for sustainability while allowing the flexibility needed to respond to local regulatory, environmental, and market conditions.
For international infrastructure programs, public procurement authorities, and private investors, this consistency supports comparability and transparency across regions. CSC certificates can be referenced in tenders and contracts, helping to operationalize responsible sourcing requirements in a way that is both rigorous and practical.
Ten Years of Progress — and What’s Next
In 2026, CSC celebrates its tenth anniversary. Over the past decade, it has developed into a widely recognized reference system for responsible concrete. Regular updates have maintained alignment with key priorities such as decarbonization, circularity, and improved transparency on supply chain performance.
Looking ahead, CSC will continue to support the transition of the concrete sector by strengthening requirements, encouraging innovation, and deepening alignment with leading infrastructure sustainability frameworks, including Envision. Areas of ongoing development include further integration of circular business models, digital product data, and human rights due diligence, reflecting the evolving expectations placed on responsible sourcing.
