Applying Envision to Hydropower Planning

Applying Envision to Hydropower Planning

ENV SP Credential Maintenance hours: 1 Elective hour

Qualification Credentials: APA, RCEP PDH

This webinar will address how Envision applies to hydropower infrastructure across commonly used project scales, from micro and small run-of-river schemes to medium and large storage and diversion projects.

The presentation features a case study of the Satluj basin in India, where public environmental and social impact assessments, a government expert group's appraisal, an independent technical critique, and a current regulatory compliance filing are available across three large hydropower projects built over two decades. These documents are read against Envision's credit criteria to identify three recurring practices: environmental flow set by a fixed percentage rather than a defined ecological method, cumulative basin-level analysis conducted after clearance rather than before it, and rehabilitation tracked by expenditure rather than by restored livelihoods.

The webinar maps these findings to selected credits across Envision's five categories, with detailed treatment of planning, stakeholder involvement, water resources, equity, long-term monitoring, and climate resilience. Attendees receive this credit map along with a one-page planning-stage checklist.

Learning Objectives

  1. Analyze a hydropower environmental or social impact assessment to identify where documentation establishes procedural compliance and where additional evidence of substantive outcomes is needed.
  2. Classify an environmental flow commitment within the four commonly recognized calculation-method families and assess whether the method used is proportionate to the project's ecological and social risk.
  3. Apply Envision's Leadership and Quality of Life credits to feasibility-stage decisions on siting, stakeholder involvement, and rehabilitation planning.
  4. Distinguish process verification from outcome verification in infrastructure sustainability, and construct monitoring commitments that survive project handover.
  5. Compare how Envision's framework requirements apply across micro, small, medium, and large hydropower project scales.
